Delay of Water Bond Shows Need for Cadiz Project

The $11 billion water bond that is a critical part of the state’s plan increase the reliability of water deliveries to Southern California from the Sacramento has been delayed until 2014. Gov. Brown signed the bill removing the bond from the Nov. 2012 ballot on July 9.

This is the water bond’s second postponement – it was first supposed to go before voters in 2010, then was delayed to 2012. Many legislators have expressed the view that unless the bond’s price tag is reduced, it won’t get a position on the 2014 ballot, either.

The bond would fund a wide variety of water and resource projects, including new reservoirs and water banks, water recycling, and, says the Ventura County Star, “most critical in the view of Southern California water agencies, it also would pay for projects and ecosystem improvements in the Sacramento-San Joaquin Delta that would guarantee a reliable supply of imported water for decades to come.”

“Another two year delay in these critically needed programs to increase the reliability of water exports from the Sacramento Delta is troubling news for Southern California,” said Scott Slater, President of Cadiz, Inc. “This delay in improving the state’s water infrastructure underscores the need the Cadiz Valley Water Conservation, Storage and Recovery Project as a new, supplemental supply of water for the region.”

Upon approval, the Cadiz Water Project would bring an average of 50,000 acre feet of water a year to water districts in Southern California. That’s enough water to meet the annual water needs of approximately 100,000 households.
